Executive Officers

Joyce S. Hagen, PresidentJoyce S. Hagen
President

Joyce Hagen has served as President of Passport Health Plan since 1998, a 140,626 member health maintenance organization in Louisville and the surrounding 15 counties. With more than 20 years in the health care industry, Ms. Hagen brings a wealth of experience as a nurse, a multi-specialty clinic manager, an insurance director, a consultant, a wellness company President, and as President of Blue Cross of Kentucky's state-wide PPO company with over 300,000 members. In addition to her Passport title, she serves as AmeriHealth Mercy's Kentucky President and C.E.O., and Corporate Senior Vice-President. Under her leadership, Passport Health Plan has established itself as a uniquely successful Medicaid managed care plan, saving tax dollars for the state while measurably improving quality and member satisfaction.

She received a Bachelors of Science in Nursing degree from Valparaiso University and a Masters of Business Administration at Dominican University. She is also a 1999 graduate of the Leadership Louisville program.

Joyce is very active in the community and lends corporate and personal support for local charitable activities such as "All I Want for Christmas", children's fitness, and numerous fundraising events such as Boy Scouts, United Way, and CASA. She has worked to enhance medical benefits and information for terminally ill patients as part of a Robert Wood Foundation grant on end-of-life care.

Ms. Hagen serves on the University of Louisville Board of Trustees, and has held positions on its Executive committee as well as chairing the Finance Committee. In addition, she serves on the National Kidney Foundation Board, the Louisville Youth Training Center Board, and Journey's End, a coalition of end-of life care.

In 2001, she was the recipient of the prestigious River City Business and Professional Woman of Achievement Award.

 

Ruth Atkins, Chief Operating OfficerRuth Atkins

As Chief Operating Officer, Ms. Atkins is responsible for Operations for both Passport Health Plan and Passport Advantage. 

Prior to joining Passport Health Plan, Ms. Atkins was Manager of Health Care Programs for General Electric Appliances.  Additionally, she served as a Senior Consultant for Aetna Health Plans on health management program development.

Ms. Atkins received her Master of Arts degree in Health Services Management from Webster University and a Bachelor degree in Nursing from Bellarmine College.

Vice President of Public Affairs

As Vice President of Public Affairs for Passport Health Plan, the Region's Kentucky Medicaid Managed Care Plan, Jill is responsible for Legislative, Community and Media affairs for the 140,626-member health plan. Her duties include communications, outreach and education to members in the sixteen county service area.

Prior to joining Passport Health Plan, Jill was Regional Director of Marketing for Anthem Blue Cross and Blue Shield. She was responsible for implementing the statewide community relations, public relations and media strategies for the corporation. She also managed the $6.2 million Anthem Wellness Foundation and the statewide marketing and sales support functions. She was also Vice President of Marketing for Acordia of Louisville. Before joining the health care industry Jill was Vice President and Managing Director for the Kentucky Derby Festival.

Jill serves on the Board of Directors for the Kentucky Derby Festival and chairs the Advertising & Marketing Committee for that group. She is on the Board of Directors for WLKY-TV Spirit of Louisville Foundation, RWJ Communities in Charge (getCare), and Partners for a Healthy Louisville. She is on the Mayor's Cultural Affairs Council. Jill was recognized as a member of the Class of 2002 Corporate Achievers by the National Multiple Sclerosis Society. In 1996, she was named by Business First as one of the top 40 leaders under the age of 40 in the Louisville community, and was also named a finalist for the Business First Touchstone Award. Jill received the Young Careerist award in 1994 from Business and Professional Women of River City and in 1995 captured the title of Young Careerist for the Kentucky North region. Mercy Academy gave her the Outstanding Alumnae Award in 1994.

Ms. Bell received her Bachelor's degree in business administration from the University of Louisville. She is a graduate of Duke University's Executive Leadership Forum, the Leadership Louisville Program, and the Leadership Kentucky Program.

 

David A. Stanley, Vice President and Chief Financial OfficerDavid A. Stanley
Vice President and Chief Financial Officer

David Stanley has more than 20 years of financial experience. As Vice President and CFO of Passport Health Plan, his responsibilities include functioning as primary contact for all financial related inquires; working closely with the UHC Board regarding the Plan's financial matters; preparing the annual UHC financial plan; and providing UHC owners and local AmeriHealth Mercy staff with ad hoc financial support as needed.

Prior to accepting the position of vice president and CFO with Passport, Mr. Stanley served as vice president and CFO for Acordia Senior of the Southeast, Inc. (d.b.a. Acordia Personal of the Southeast). And from 1988 to 1994, he served in several management positions with Blue Cross and Blue Shield of Kentucky (currently known as Anthem Blue Cross and Blue Shield).

Mr. Stanley received his Bachelor of Science degree in accounting from Western Kentucky University. He is a Certified Public Accountant and a Fellow of the Life Management Institute.

 

Dr. Jacqueline Roberts Simmons,  Chief Medical OfficerDr. Jacqueline Roberts Simmons
Chief Medical Officer

As the Chief Medical Officer for Passport Health Plan, Dr. Jacqueline Simmons is responsible for overseeing the medical management of the Utilization Management Department and Passport's Pharmacy program. She also serves as medical liaison between Passport Health Plan, the provider community and provider organizations.

Dr. Simmons' previous experience includes: Medical Director for North Dade Health Center in Miami, Florida; Attending Faculty at George Washington University, Washington, D.C.; Deputy District Administrator for Health for District 11, state of Florida; and Medical Director for Medicaid, state of Pennsylvania.

Dr. Simmons received her Medical degree from the University of Miami School of Medicine. She is board certified in Internal Medicine, Public Health/General Preventive Medicine, and Medical Management.
